Victoria’s rental landscape continues to evolve, with significant reforms now in effect and more changes on the horizon. These updates—driven by the Victorian Government and administered through Consumer Affairs Victoria—aim to improve safety, fairness, and energy efficiency across all rental properties.
For property owners and investors, understanding these changes is essential to remain compliant and protect rental income.
Key Change: Properties Must Meet Standards Before Advertising
As of 25 November 2025, one of the most important legal shifts has taken effect:
Rental properties must meet minimum standards before they can be advertised.
Previously, compliance could occur before a renter moved in. Now, landlords and agents must ensure the property is fully compliant before listing it for lease, or risk penalties.
Updated Minimum Standards (From December 2025)
✔ Window Coverings Now Essential
All existing Minimum Standards Still Apply
Looking Ahead: Energy Efficiency Standards (From 2027)
Key upgrades will include:
✔ Heating & hot water: Transition to energy-efficient electric systems (triggered at end-of-life)
✔ Cooling: Mandatory energy-efficient cooling in living areas at new leases
✔ Ceiling insulation: Minimum R5.0 where none exists
✔ Showerheads: Minimum 4-star WELS rating
✔ Draughtproofing: Required from July 2027 at new leases
